Special Purpose Vehicle Types

Type P

A special purpose vehicle built, or permanently modified, primarily for:

  • off-road use, or
  • use on a road related area*,
  • use on an area of road that is under construction or repair.

Example: Agricultural tractors, Self-propelled agricultural harvesters, Bulldozers, Backhoe loader, Graders, front-end loaders, telehandlers etc.

Registration Pathway

To apply for registration, present at Service Tasmania with:

  • Application for registration (Form 205)
  • SPV classification report (Form 102)
  • Proof of entitlement
  • Agent letter of authority (if agent applying)
  • Payment for registration and plate fees

MAIB 13 or 15 will be applied, and WV plates will be provided to you to affix to the vehicle.

Type T

A special purpose vehicle other than a Type P, built, or permanently modified, primarily for:

  • use on roads, that
  • has no axle or axle group loaded in excess of the axle load limits specified in axle load limit table*.

Example: Mobile cranes, Fire engines, Truck-mounted concrete pumps and Boring plants.

Registration Pathway

Within dimension requirements* and within axle limits
  • Have the vehicle inspected at an Approved Inspection Station for a Heavy Vehicle (HV) inspection.

Present at Service Tasmania with:

  • Passed HV inspection report with reverse side completed
  • SPV classification report (Form 102)
  • Proof of entitlement
  • Agent letter of authority (if agent applying)
  • Payment for registration and plate fees

MAIB 3 or 11 will be applied, and WV or C plates will be provided to you to affix to the vehicle.

Over dimension requirements* and within axle limits
  • Have the vehicle inspected at an Approved Inspection Station (AIS) for a Heavy Vehicle (HV) inspection.
  • The AIS will provide the inspection report to Vehicle standards Unit reporting details of the dimensions. Vehicle standards will assess and if approved, will provide to the AIS ‘Approval in Principle for conditional registration’.

Then, present at Service Tasmania with:

  • Approval in principle for conditional registration issued by Vehicle Standards Unit
  • Passed HV inspection report with reverse side completed
  • SPV classification report (Form 102)
  • Proof of entitlement
  • Agent letter of authority (if agent applying)
  • Payment for registration and plate fees

MAIB 3 or 11 will be applied, and WV or C plates will be provided to you to affix to the vehicle.

Type O

A special purpose vehicle other than a Type P, built, or permanently modified, primarily for:

  • use on roads, that
  • has at least one axle or axle group loaded in excess of the axle load limits specified in axle load limit table*.

Example: Mobile cranes, Fire engines, Truck-mounted concrete pumps and Boring plants.

Registration Pathway

  • Have the vehicle inspected at an Approved Inspection Station (AIS) for a Heavy Vehicle (HV) inspection.
  • The AIS will provide the inspection report to Vehicle standards Unit reporting details of the dimensions. Vehicle standards will assess and if approved, will provide to the AIS ‘Approval in Principle for conditional registration’.

Then, present at Service Tasmania with:

  • Approval in principle for conditional registration issued by Vehicle Standards Unit
  • Passed HV inspection report with reverse side completed
  • SPV classification report (Form 102)
  • Proof of entitlement
  • Agent letter of authority (if agent applying)
  • Payment for registration and plate fees

MAIB 3 or 11 will be applied, and C plates will be provided to you to affix to the vehicle.

Important

A vehicle with a GVM or MRC of 4.5 tonnes or less is not considered a SPV and is not registerable as an SPV. Please see Restricted Use Registration which may be suitable.

A heavy vehicle use on public streets* is managed by the National Heavy Vehicle Regulator (NHVR) and may require an appropriate Heavy Vehicle National Law Vehicle Standards Exemption and/or a Heavy Vehicle National Law Mass or Dimension Exemption (permit or notice). Please refer to the National Heavy Vehicle Regulator (NHVR) website for information.

Definitions

*GVM is the maximum loaded mass of the vehicle as specified on the RAV or the vehicle’s manufacturer on an identification plate or as per certified modifications.

*MRC means the maximum mass of the vehicle, including any load, recorded on the compliance plate as the GVM, GTMR or ATM of the vehicle, or in relation to a vehicle for which there is no compliance plate, its operating mass.

*Goods does not include fuel, water, lubricants, tools or any other equipment or accessories necessary for the normal operation of the vehicle.

*Passengers does not include the driver, a trainee driver, or any person necessary for the normal operation of the vehicle.

*Public street means any street, road, lane, thoroughfare, footpath, bridge, or place open to or used by the public, or to which the public have or are permitted to have access, whether on payment of a fee or otherwise.

*Road related area is an area that divides a road, a footpath or nature strip adjacent to a road, an area that is not a road and that is open to the public and designated for use by cyclists or animals, an area that is not a road and that is open to or used by the public for driving, riding or parking vehicles or any shoulder of a road; or any other area that is a footpath or nature strip as defined in the dictionary. Please refer to the Road Rules for more details.

*Dimension Requirements means the vehicles dimensions comply with relevant vehicle standards. At the time of inspection, the AIS will advise if the vehicle is within dimensional requirements and follow relevant procedure.
