General information

The Proprietor is the person nominated by both the holder of the agreement as the person responsible for ensuring all AVCs and the Key Location comply with requirements of the scheme.

A Proprietor may be one of the following:

  • The holder of the Deed Poll / Instrument of Accreditation or Contractor.
  • The owner of the business.
  • The manager of the business.
  • The branch or regional manager for that business.
  • The state manager of the business.
  • A suitable employee.

How to apply

Please complete the Application to Become a Proprietor (DOCX 41.5 KB), include all required supporting documents and email your application package to avc@stategrowth.tas.gov.au.

Required supporting documentation

  • A National Police Certificate for the nominee (no older than 90 days).
    • Must be original or certified copy.
    • If the document is a certified copy, all pages must be submitted, back and front and EACH page must be certified.

Next steps

Complete applications are typically assessed and actioned in two to three business days.

Approved Proprietors will be mailed a AVCAIS Station certificate after the application has been processed. If not approved, the applicant will be notified via email.

Key Location

A Key Location must be a permanent, fixed building with a postal address in Tasmania, with facilities for the completion of, and storage of documents required for modification certifications. Caravans, shipping containers, site sheds and temporary accommodation are not considered as suitable Key Locations.

Key Locations must have telephone, printing and photocopying facilities and internet access.

The Key Location does not require vehicle inspection capabilities. Vehicles may be inspected and tested at any safe and suitable location. If the Key Location is also the place of vehicle inspections or testing, the relevant council or other business approvals may be required.

A site audit of the Key Location will be conducted prior to RMV considering the entities entry to the AVCAIS scheme.

There is a one-off fee of $143.00 per nominating Key Location. Payment will be arranged with the applicant after the application has been assessed.
